Section 180(c) is a provision in the Nuclear Waste Policy Act that requires DOE to implement a program of technical and financial assistance to states for training public safety officials of appropriate units of local government and to Indian tribes through whose jurisdictions the Department plans to transport spent nuclear fuel or high-level waste to a facility authorized under the Nuclear Waste Policy Act.  The training would cover both safe routine transportation and emergency response procedures.

The Section 180(c) Topic Group was established to identify and address issues related to the design and implementation of the Section 180(c) grant program.  The group focused on several issues, the most prominent of which were how to allocate funds among eligible participants, whether to use grants or cooperative agreements to distribute funds, what activities should be allowable under the program, and the timing of the assistance.  The group also discussed how to make the grant application easy and efficient for both the applicants and the Department.  The group went on hiatus in the fall of 2005 while the Department prepares to issue the draft Policy and Procedures and the Grant Guidance Document in the Federal Register.
